Summary:

Lead the facility’s safety program to insure development of a “Safety First” culture and compliance with all regulatory requirements.  Support the Environmental program at the TreeHouse Private Brands- Carrollton, TX facility.  In event of this person absence, coverage will be provided.

Responsibilities:

  • Responsible for all aspects of safety, including OSHA, and environmental record keeping, safety action item register, safety conference calls, safety audits, and accident investigations
  • Develop, evaluate and maintain department budget for safety area.
  • Ensure the facility complies with State, Local, and OSHA and environmental laws and regulations and TreeHouse safety and environmental programs.
  • Facilitate safety audits for the facility
  • Lead and direct the Plant Safety Committee and Council Meetings.
  • Responsible for developing safety and environmental goals for the functions above.  These are monitored and progress in achievement is reported monthly to management.
  • Responsible for developing, with facility managers, a capital spending program to ensure OSHA compliance and hazard elimination.  The manager approves all OSHA AFEs concerning safety and monitors all requests for capital expenditures to ensure that they are compatible with corporate objectives and state and federal safety legislation.
  • Serves as or obtains safety expertise for the various plant functions in dealings with the Occupational Safety and Health Administration.
  • Participates as an active member in professional organizations and serves on committees in order to formulate and promote company positions on pending legislation.
  • Audits to ensure all injuries are properly reported.
  • Reviews Supervisors’ Reports of Injury to ensure completeness and that appropriate action is taken to prevent recurrence.
  • Using company accident injury history so that comparative analysis can be available for trends and data. Cleaned up sentence.
  • Develops and conducts or procures training programs for line management aimed at loss prevention.
  • Participates with managers on policy development and in achieving loss control objectives and performing safety audits.  Develop programs and procedures to assist department managers in complying with Federal/EPA and State of Texas laws dealing with Emergency Planning and Community Right-to-Know laws, including also the Hazard Communication Program as it pertains to TreeHouse Foods employees.
  • Assists Plant Manager as needed.
  • Supports the site leadership, supervisors and employees to ensure the site success to drive towards zero environmental and employee health & safety incidents. Analyzes incident data to identify trends and incident types that can be prevented.
  • Ensure that site regulatory and internal reporting is submitted on time and is accurate and reproducible. Monitor site metrics and implement programs to address undesirable trends.
  • Site EHS liaison for applicable regulatory agencies and internal THS organizations (Engineering, CI, etc.). Support cross functional relationship with site FSQ, Eng, and Maintenance organizations.
  • Participate in the THS EHS & Risk Management network (communities, conferences, audits) representing the site to develop and implement Campbell EHS programs and practices consistency throughout the organization.

Principal Accountabilities:

  • Conduct and/or facilitate safety and environmental programs and OSHA required training and certifications.
  • Provide ongoing support to department managers for safety meetings and department work modification.
  • Develop and implement processes to reduce the injury rate.  Specific programs to include the establishment of a “key concept” behavioral-based program, supervisor training, JSAs, and proactive safe practices.
  • Provide up-to-date regulatory guidance to all departments.
  • Serve as primary professional contact on environmental matters and OSHA inspections.
  • Provide a floor presence for employees on safety matters.
  • Provide a significant influence in changing TreeHouse culture to a “safety priority environment.”
  • Conduct environmental audits and reports.
  • Conduct safety inspections monthly, reporting results to the Management Safety Committee.
  • Active participation on plant’s Emergency Response and HAZMAT Teams
  • Provide safety training and consulting services to other TreeHouse facilities

Supervisory Responsibilities:   

  • While this position is not expected at this time to directly supervise any employees, it will have a responsibility to manage the training and safety process and give direction to those employees who execute that process.

Qualifications:

  • Bachelor’s Degree in Safety, Business Management, Organizational Development, Engineering or Technical or related discipline required.
  • Trained subject matter expertise with OSHA/EPA regulations, Professional certification CSP, CIH, CHP preferred.
  • Requires 5+ years in a manufacturing environment with experience implementing and managing Safety initiatives in a large plant required, unionized environment preferred.
  • Experience developing safety programs including working through high performance teams to successfully implement initiatives, in a manufacturing environment.
  • Outcome focused leader who is organized and able to manage large complex projects
  • Knowledge, skills and abilities required:   
    • Skilled in leading strategic initiatives, planning and management of change
    • Knowledgeable in OSHA’s Process Safety Management and/or EPA’s Risk Management Plan Standards. 
    • Technical EHS skills: behavior-based principles, engineering, hazard recognition, risk assessment and worker compensation administration
    • Leadership
    • Business / financial knowledge
    • Strategic planning
    • Auditing
    • Have a general understanding of production processes, equipment, systems typically found in a manufacturing environment
    • Effective coaching, facilitation, presentation, team-building, and leadership skills
    • Experience with environmental management information systems (EMIS) and support software (ex. Intelex, Site Hawk, ISN, or Alchemy) preferred.
